Hi Dima. This line came from speculation about what could happen in future if countries acted more like startups and people would rather pay a monthly subscription to a country that serves them online, instead of paying through various forms of taxation.
There is no intention to change this at present, of course. E-Residency costs €100 to apply, the state fee for starting a company is €190 and then most e-resident entrepreneurs pay about €60 to €100 per month to private companies for all their business services, such as accounting and a virtual office.
