Hi Noura. It’s no to both questions. A large proportion of e-residents’ companies are single person companies with no employees in Estonia because the programme is popular with freelancers. Also the law was recently changed so that you can pay share capital (and therefore conduct all business activity) using any credit or payment institution across the European Economic Area.
